the patches (the 30fps and 60fps) are supposed to make it so the game locks to those framerates respectively, but the problem with 60fps is not a lot of people can run it on their hardware configurations because the emulator is pretty cpu intensive, so the game time speeds up 2x (which is not what its supposed to do).
